No. Nothing is automated before someone has looked at how the work actually runs: who waits on whom, which steps exist only because of one old mistake, where the same number gets typed in three times. What is not good enough gets fixed first, and steps that no longer have a reason are dropped. If a step pulls in data, the first question is whether that data is right, because automating it would only produce wrong answers faster. A bad process that runs faster is still a bad process. Only then is a tool built, around the workflow as it should be rather than as it grew.
